Recently, the government of Hebei Province issued the 13th Five Year Plan for the Development of Advanced Equipment Manufacturing Industry in Hebei Province (2016-2020) (hereinafter referred to as the Plan), which proposes to adapt to the high-end, intelligent, service-oriented, international and other development trends of equipment manufacturing, focusing on intelligent manufacturing, advanced rail transit, automobile, new energy, aviation, marine engineering, basic equipment, engineering and special equipment, and develop advanced equipment manufacturing industry.
First, high-end. The plan proposes that by 2020, the equipment manufacturing industry above designated size will achieve a main business income of 2 trillion yuan, of which high-end equipment manufacturing accounts for 12%, and research and development expenditure accounts for 2.5% of the main business income. Efforts will be made to build 300 research and development institutions such as key laboratories at or above the provincial level.
Second, intelligence. According to the planning, by 2020, the popularization rate of digital R&D and design tools for equipment enterprises will reach 65%, and the numerical control rate of key process manufacturing equipment will reach 52%. Strengthen the "Internet plus" equipment manufacturing industry, implement intelligent manufacturing projects, develop intelligent equipment and intelligent production lines focusing on numerical control machine tools and industrial robots, constantly promote the research and development and industrialization of intelligent equipment focusing on additive manufacturing (3D printing), intelligent networked vehicles, remote environmental monitoring terminals, and build an open, shared and collaborative intelligent manufacturing industry ecosystem.
The third is service. It is proposed in the plan that Hebei Province will implement the collaborative development project of manufacturing and service, accelerate the collaborative development of manufacturing and service, promote the transformation from productive manufacturing to service-oriented manufacturing, and guide and support the development and growth of productive service industry. Relying on the manufacturing cluster, build a number of public service platforms for producer services, and build and upgrade functional areas for producer services. By 2020, the service income of manufacturing enterprises will increase by 20%, and 10 public service platforms for productive services will be built.
Fourth, internationalization. The plan proposes to implement the advanced equipment internationalization project, focus on promoting the leading backbone enterprises of advanced manufacturing industry in Hebei such as automobile and parts, new energy, complete equipment manufacturing, rail transit, and special equipment, and drive Hebei's equipment cooperation to "go global" through foreign project contracting and investment. We will focus on cultivating a number of influential multinational companies, encourage superior equipment manufacturing enterprises to set up technology and engineering research and development centers in developed countries in Europe and the United States, set up production, distribution, operation and maintenance centers in countries with large market potential and strong industrial support, and establish and improve the "going global" service system and cross-border industrial cooperation mechanism. By 2020, 10 international R&D and industrialization bases will be established.
It is estimated that by 2020, an advanced equipment manufacturing industry system with the core characteristics of innovation leading, intelligent and efficient, green and low-carbon, and structural optimization will be built, and the equipment manufacturing industry will become the first leading industry in Hebei Province.
